Community First administrates a number of grants schemes including the Plain Action & Vale Action LEADER Programmes, Landfill Communities Fund grants and the Wiltshire Community Transport Development Fund.

Plain Action & Vale Action LEADER Programme:

Community First manages the Plain Action and Vale Action (LEADER) programmes. LEADER is a current programme of grant funding which started in 2015. The programme aims to increase rural jobs, help businesses grow and support the local economy in specific Local Action Group (LAG) areas in Wiltshire which are:

The programme aims to increase rural jobs, help businesses grow and support the local economy in specific Local Action Group (LAG) areas in Wiltshire which are:

The Plain Action LAG Area is located in Wiltshire in the south west of England and encompasses Salisbury Plain itself with the immediate surrounding villages and market towns.

The Vale Action LAG Area covers an area of 942km2 and encompasses the majority of the north-west corner of Wiltshire with the A350 corridor being the recurring focus.

Plain Action and Vale Action LAGs are made up of representatives from the local public and private sector who decide which projects to fund in each area. Although local projects are considered based on priorities in that area, all LEADER projects must support one or more of the 6 LEADER priorities:

  • Support micro and small businesses and farm diversification
  • Boost rural tourism
  • Increase farm productivity
  • Increase forestry productivity
  • Provide rural services
  • Provide cultural and heritage activities

Landfill Communities Fund

Community First manages and administrates the Landfill Communities Fund (LCF) in Wiltshire and Swindon. The LCF offers capital funding for local community, heritage and environmental projects in specific areas where local landfill operators sites or depots are located.

The Government introduced a tax on landfill waste in 1996 to reduce waste and promote more environmentally sustainable methods of waste management. The LCF allows Landfill Operators (LOs) to contribute a portion of their landfill tax liability to community and environmental organisations to ‘offset’ some of the negative impacts of living in the vicinity of a landfill site. The LOs which contribute to the LCF grants scheme in Wiltshire and Swindon are Hills Group, CSG and Crapper & Sons.

Applications can be for any amount, but most range from £2,000 to £15,000. Grants in excess of £40,000 are unusual.

There is no fixed requirement for the proportion of a project’s total costs that can be applied for from the LCF through Community First. However, we would normally want to see evidence of other fundraising efforts, and appropriate contributions from an organisation’s free reserves.

All projects must meet basic Entrust criteria in order to be considered for funding from the LCF. All funded projects must be accessible to the general public for a minimum of 104 days per year. Applicants may be charities, community organisations, parish or town councils. Individuals and private companies are not normally eligible for LCF funding. General appeals for non-specific works are not eligible for Landfill Communities Fund grants.

Examples of successful projects include:

  • Village Halls and community centres
  • Public recreation grounds or play areas
  • Community-run sports and leisure facilities
  • Restoration of public access to facilities
  • Cycle path and canal improvements
  • Community farm and community garden improvements

If you wish to check a project is eligible, please download and complete the Expression of Interest form or the information pack (including guidance notes) below, and the Grants Team will contact you either to advise you of ineligibility or invite you to submit a full application. All applicants and potential applicants are advised to read the Guidance Notes and Third Party Contributor notes below before applying.
